Meet Our Staff

Our Chief Executive Officer
 

Dreama Padgett is the chief executive officer (CEO) of MountainHeart Community Services, Inc., a community action agency that works with individuals, families, and communities to provide resources for a better life.

She was appointed CEO in February 2016 after serving as the chief financial officer (CFO) for ten years. In addition to her education with a master’s degree in business administration, a master’s degree in finance and administration, and licensed as a certified public accountant (CPA), she has over twenty years of experience in the non-profit sector. In addition, she is a certified community action professional (CCAP).
Her passion is to help those help themselves, support those that need support, and provide opportunities to individuals and communities.


Program Directors
  Susan Stafford has been with MountainHeart Community Services, Inc. for over thirty years as program director of the Head Start programs. She now also oversees the Early Head Start program and the Parents as Teachers program in addition to Head Start. She has served as the president of the West Virginia Head Start Association and a member of their board of directors for over twenty years. She has a Bachelor’s degree in psychology from West Virginia University. Seeing the accomplishments and success of the children and families in our programs is what she feels is the most rewarding part of her position.

Margaret Younce

Margaret A. (Margie) Younce has been employed with MountainHeart Community Services, Inc. since 1992. She graduated Magna Cum Laude from Concord University with a BS degree in Elementary Education K-8 and pursued additional MA hours at the College of Graduate Studies (COGS) in agency counseling. She is a WV Licensed Social Worker since 1993 and taught 11 years as a Department of Labor Certified Instructor for ACDS (Apprenticeship for Child Development Specialist). Additional experience includes Director/Teacher at The Growing Tree Child Care Center and substitute teacher for Wyoming County schools.

She initially began work for the agency in 1992, when it was known as Wyoming County Opportunity Council. She was the teacher for JOBS, the WV DHHR program Job Readiness/Job Search to prepare unemployed people to enter the workforce.
After teaching two semesters she was hired as the Director for the new WV DHHR statewide program Child Care Resource and Referral.

Margie has served as the original grants writer and/or program originator for:

  • Child Care Resource and Referral Region V and VI grants
  • WV Birth to Three Regions, V, VI, VII grants
  • Earned Income Tax Credit and Coalitions grants for Region V and VI
  • Division of Information and Technology (DIT)

She has successfully written and secured grants for more than 35 million + for the agency.

Margie created the name MountainHeart and the design for the original logo for the CCR&R programs, which was later adopted as the name and logo for the agency. She has also served as the planner and coordinator for conferences, management institutes, strategic planning, legislative and agency events.

Membership has included the Governor’s Early Childhood Advisory Board and presently the KIDS COUNT Data and Advisory Group. She chairs the Southern WV EITC Coalition.

She is a Dale Carnegie graduate and received the 2008 Dale Carnegie Human Relations Award and Outstanding Performance Award. She is also a 2009 Leadership Wyoming County Graduate and was the recipient of the 2013 Community Action Partnership Erv Queen Award.

Willetta Bolinger

 Willetta Bolinger is the Program Director for the Child Care Resource and Referral program in Region 5, which serves fifteen counties. She has worked for MountainHeart Community Services, Inc. for sixteen years.

Willetta has a Master’s degree in Special Education: Preschool Special Needs, a Bachelor’s degree in Elementary Education and is credentialed as a Master Trainer through WV STARS. She has served on various state committees including PIECES, ACDS Advisory Council and the WV STARS Advisory Council.

She enjoys traveling throughout the region and meeting the child care providers, children and families. Observing the accomplishments of the families and providers is very rewarding to her.

Rachel Hamner is the WV Birth to Three Program Director for RAU 5 and RAU 6. She has been with MountainHeart Community Services, Inc. for almost 14 years. What she enjoys most about her position is the ability to travel among our 14 counties, meeting amazing families and to also see how much of an impact our services have with children, families and also in communities.

Melissa Saddler
Melissa Saddler is the Program Director for WV Birth to Three Region 7. Region 7 covers Raleigh, Fayette, Mercer, McDowell and Wyoming Counties. The program provides services to families who have children with developmental delays. There is no charge to families and the services are provided in the home. Melissa has been overseeing Region 7 since January of 2012 and enjoys working with families in Southern WV. She has a Master’s degree in Human Service with a specialization in Marriage and Family.

Mike Stafford has been with MountainHeart Community Services, Inc. since July 2004.  As Regional Information Technology Supervisor, he oversees MountainHeart's Division of Information Technology which is responsible for all MountainHeart locations in Wyoming, Greenbrier, Nicholas, Mercer, Raleigh, Randolph, Berkeley, Grant, Taylor and Lewis counties in West Virginia.  He has worked in the IT field for over 25 years and enjoys working with the staff to help make their jobs easier and more productive.
