URGENT! Critical Need Childcare Approved

As of Tuesday, March 25, 2020 at 8:00pm by Executive Order and by declaration of the Cabinet Secretary, of the West Virginia Department of Health and Human Resources, The State of West Virginia must cease providing care for children of parents working in jobs deemed non-essential.

In response to the rapidly changing COVID-19 crisis, all current provider types will be reimbursed for care provided in March 2020 and all provider types will submit Provider Payment Requests and Attendance Forms for March 2020 under the prior Program Instruction CC-PI-2020-3, issued on March 20, 2020 and the email clarification issued by ECE on March 24, 2020.

However, the need for child care remains a critical piece of the COVID-19 response and it is the goal of WV DHHR, Bureau for Children and Families (BCF), Division of Early Care and Education (ECE) to make every attempt to provide child care services for the COVID -19 essential workers. To provide for that need, registration as a Critical Care Child Care site, is available.

All interested licensed and certified child care programs across West Virginia, as well as those agencies who wish to provide care on site to their employees of essential workers must review and complete the health and safety checklist and submit the registration form and checklist cover page via email at This email address is being protected from spambots. Any person who meets the definition of an essential worker will qualify for child care assistance. Essential workers shall contact their local Child Care Resource and Referral agency to apply. If found eligible the CCR&R case manager will issue a regular 12-month Child Care Certificate.

Child care providers caring for the child(ren) of an essential worker will be paid Tier III rates. This enhanced rate will be paid as long as funding is available. Child care providers who are granted Tier III status during this crisis will revert to their original Tier status once the crisis has passed.
