MountainHeart Seeks Proposals for 2026 Community Needs Assessment
MountainHeart Community Services, Inc. (MHCS), a private non-profit Community Action Agency, is inviting qualified individuals and firms to submit proposals for conducting a comprehensive Community Needs Assessment (CNA). This assessment will help identify the needs, strengths, and emerging priorities of low-income individuals and families in Fayette and Wyoming Counties, West Virginia.
Purpose of the CNA
The CNA will support compliance with the West Virginia Community Services Block Grant (CSBG) State Plan, align with ROMA National Goals, and inform MHCS’s planning and service delivery. Findings will guide strategies to address gaps and strengthen community resources.
Scope of Services
The selected vendor will:
- Develop a CNA methodology aligned with WV CSBG requirements.
- Design and implement surveys, focus groups, and interviews.
- Collect and analyze quantitative and qualitative data.
- Review secondary data sources (Census, labor, housing, health, education).
- Engage community partners and individuals with lived experience.
- Prepare a detailed CNA report and executive summary.
- Present findings to MHCS staff and Board of Directors.
Proposed Timeline
- RFP Release: January 12, 2026
- Submission Deadline: February 6, 2026
- Vendor Selection: February 13, 2026
- Data Collection: March–April 2026
- Final Report & Presentation: June 10, 2026
Community engagement activities include stakeholder sessions (March 18–19), client focus groups (March 25–26), and survey distribution throughout March.
Evaluation Criteria
Proposals will be scored on:
- Relevant CNA and CSBG experience (30 points)
- Methodology and approach (30 points)
- Knowledge of WV CSBG and ROMA (20 points)
- Cost and value (10 points)
- References (10 points)
